New Delhi:
The Prime Minister’s Office (PMO) has informed the Lok Sabha Secretariat that questions related to the PM CARES Fund, relief funds, and defence-related special funds cannot be raised in Parliament. The clarification was issued by citing established parliamentary rules and procedures.
According to the communication, only matters that fall directly under the administrative control of central government ministries and departments are eligible for inclusion during Question Hour. The PMO stated that PM CARES is a public charitable trust and does not form part of the Consolidated Fund of India, placing it outside the scope of routine parliamentary questioning.
The letter further noted that similar provisions apply to other relief and defence-linked special funds, which operate under separate legal and administrative frameworks. As a result, they are not subject to direct scrutiny through parliamentary questions.
The issue has previously been a point of political debate, with opposition parties demanding greater transparency and accountability of such funds. The government, however, has consistently maintained that parliamentary procedures must be followed strictly and that exceptions cannot be made beyond the rules.
With the PMO’s latest clarification, the official position has been reiterated, though the matter is expected to remain part of broader political discussions on oversight and transparency in the future.
