Assam has witnessed a major political development after the state government formally introduced the Uniform Civil Code (UCC) Bill in the Assembly. The move by the government led by Himanta Biswa Sarma has triggered intense debate among political parties, social organisations and legal experts across the state.
The bill was tabled in the Assembly by Parliamentary Affairs Minister Atul Bora amid protests from opposition legislators. Opposition members attempted to raise objections in the House, arguing that such a sensitive issue required broader public consultation and detailed discussion before being introduced.
According to the state government, the proposed legislation aims to create a uniform legal framework related to marriage, divorce, inheritance and live-in relationships. Key provisions reportedly include fixing a uniform minimum age for marriage, banning polygamy, ensuring inheritance rights for women and introducing compulsory registration of marriages, divorces and live-in relationships.
The Assam government has described the bill as a step toward social reform and equality. Chief Minister Himanta Biswa Sarma has repeatedly stated that the purpose of the law is to ensure equal rights for all citizens irrespective of religion. The government believes that a common legal structure will strengthen women’s rights and bring more transparency to family-related legal matters.
However, the opposition has strongly criticised the move. Several opposition leaders argued that India is a country with diverse religions and cultural traditions, and therefore implementing a common civil law requires wider consultation with all communities. Some leaders also alleged that the issue could create unnecessary social and political divisions if not handled carefully.
The government has attempted to address concerns by clarifying that tribal communities living in hill and plain areas of the state would remain exempt from certain provisions of the proposed law. The chief minister had earlier assured that the customs and traditional practices of indigenous communities would be respected.
Political analysts believe the UCC issue could become a major topic in Assam politics in the coming months. The Assembly session has reportedly been extended to allow detailed discussion on the bill, and heated debates are expected between the ruling party and opposition members.
The concept of a Uniform Civil Code has remained one of the most debated subjects in Indian politics for decades. Article 44 of the Indian Constitution encourages the state to work toward a common civil code for all citizens. At present, personal laws related to marriage, inheritance and divorce are governed by separate religious customs and legal systems.
Supporters of the UCC argue that it promotes equality and justice, especially for women who may face discrimination under certain traditional personal laws. Critics, however, believe that implementing a uniform code in a culturally diverse country like India requires careful balancing of constitutional rights and religious freedom.
If passed, Assam would become one of the key states moving toward implementing a Uniform Civil Code, following initiatives taken in Uttarakhand and Gujarat.
Legal experts say the Assembly debate will be crucial in determining the final shape of the legislation. Discussions are expected to focus on constitutional validity, protection of minority rights and the practical implementation of the proposed rules.
